FREEDOM OF SEAS

HOOVER'S SUGGESTION

IMMUNITY OF FOOD SHIPS

British Official Wireless.

(Received 19th November, 11 a.m.)

RUGBY, 18th November. The Foreign Secretary (Mr. Arthur Henderson) was asked in the House of Commons whether any response would be made to President Hoover's declaration with reference to immunity from seizure of foodstuffs in time of war.

Mr. Henderson replied that President Hoover emphasised that he did not intend the words to be taken as embodying special proposals to any particular nation. No answer was therefore called for from the British Government, but the proposals would be examined by them. ,
