It is now considered certain that the State Cabinet will retain child endowment but will draft a formula to provide for a basic wage for man and wife without children at about £4 weekly. The endowment fund will not be made a direct charge on industry as at present, but the fund may be built up by weekly contributions from employers and employees and a subsidy from the Government.
