ADVICE AS TO REFORMS

RUGBY, 10th October. Lord Invin, Viceroy of India, who has just concluded three months' leave in England, left London this morning, accompanied by Lady Irwin, for Marseilles, en routo for India. Lord Irwin has spent a considerable portion of his leave in London, and has been in frequent consultation with the Secretary for India and other members of the Government. During tho early part of his sojourn he lont his counsel to the Indian Central Committeo, and, "The Times" says that with good effect he urged both sides to show mutual regard and forbearance. It is added that, although there is no intention of interfering with the work of tho Simon Constitutional .Reform Commission by any pre-judgment of the groat issues on which it is to'pronounce in the report which is oxpected in February, this will' not preclude Lord Irwin from throwing light on tho problems of reform in speeches ho may make after resuming chargo in India.
