More was heard in the House of Representatives » Thursday of government by regulation Mr. R. A. Wright (Wellington huburbs) twitted the Government with lavouring the regulation and Order-in. Council method,,and suggested that it was proposed to spend £3,500,000 on the South. Island Main Trunk railway under an Or-der-m-Couucii. "During the election wo beard nothing else but regulations from United Party candidates," said Mr. Wright. "Now, here we are, day after day. having new regulations tabled in this House. Of course the whole truth of the matter is that you can't administer Acts of Parliament without regulations. It was rather amusing the other day to find a Minister petting up and trying to lay regulations on the table without letting us know that they were regulations. Now we are goiris to have the South Island Main Trunk railway—a job which is going to cost the country £3,500,000—d0ne under an Order-in-Council." -Mr. Wright >'as replied to by the Minister of Justice (the Hon. T. M. Wilford). "I n'°n^er if tne honourable gentleman thought before he made those remarks, or whether he just poured it out unthinkingly and uncaring. Does the honourable gentlemanl not realise that the very remark he was making was a condemnation of his own Administration? (Government members: "Hear, hear!") Does he not realise that the regulations are ordered to be laid on the table under the Statutes his party put on the Statute Book? We would have done an illegal thing if we had not complied with the law."
