DELIVERY DELAYED
ULTIMATUM AT NANKING

LONDON, 16th July. No fresh development in the RussoGhma dispute-is expected until the'end of the week. Delivery of the ultimatum at Nanking was delayed offing to translation difficulties. Moscow asked Ranking to deliver a copy to* Mukden Moscow meanwhile mailed a copy of the Kussian text to Mukden, as the ultimatum dates from the hour of receipt. The situation remains obscure. Reports of war talk and patriotic demonstrations continue to be received from Moscow. Everybody is said to be asking, "Will there be war?" and the answer seems to bo "There will not '» Russia is much too afraid of Japan, whose large interests in Manchuria aro a. crucial factor. It is already hinted that Kussia may be contented with nonnulitary relations.
