The Chamber of Deputies, in the early morning, vated in favour of the ■Government opening fresh negotiations with th© United States with a view to the postponement of the payment of eighty millions sterling for war stock purchased after the' Armistice. The vote followed a five days * speech by M. Poineare, in which he reviewed the whole of the war debts and kindled questions. He. declared that he had tried many times to get better terms and had failed. "If you wish someone else to try I am prepared to relinquish office."
