(To the Editor.)

Sir, —Without wasting words, I desire to protest against the action of the City Council in going on with the Eastern tunnel scheme first, on an authority given ten years ago, and secondly, by using special unemployed legislation to enable them to get past a poll of ratepayers. It is a misuse of power, and it will re-act retributively—make no mistake. The council will get it "in the neck" next time it asks for- a loan by a poll.—l am, etc., JUSTICE.
