An audience which included members of the German Cabinet ■ and . foreign diplomats loudly cheered Viscount Cecil in his address to tho Beichstag, emphasising that the two most important receSt events in connection with disarmament were the Kellogg Pact and the British elections, which had brought into Parliament ah overwhelming majority in favour of the League of Nations and international disarmament. He believed that a naval' conference attended by Britain, Japan, and America would give a tremendous impulse towards disarmament.
