"wished to,plead guilty. There has been more than one outcry: against this by the Motbristß^Associatibn, and the loss of valuable time which the delayl involved.,. It was felt that, where breaches of the Act were purely minor ones, and motorists were prepared to admit their iguilt, the ends: of justice Would be fully met, and the congestion of the Traffic Court obviated, if, in such cases, offenders were permitted to plead guilty before some official, and to pay the fine through the post or by messenger. The idea was to obviate .the necessity for hanging about the. Court, with its loss of valuable'time. Ihe need for this reforms-styled by motorists as -a 'ICash and Carry" Court,—' has been 'by, the . Government, whicH will'introduce the new system in the Transport Bill next session. Motorists admitting minor breaches will be notined.pf the fine payable in each case, without, having to go to Court, and will be permitted by 'deputy to settle. the matter with an official and to remit the fine by post. _At the:6amei time, motorists, if they wish; it, may have recourse to the ordinary legal channele. Generally, however, they will be pleased to avoid the: Lourt^n these minor cases, and to pay their fines by post. ' ■ ■■■
