LAW EVADED

The urgent attention of the British Government has been called to a new trick on the part of money-lenders which has insulted in the victimisation of people in Great Britain (according to the political correspondent of the "Daily Mail"). The Act of Parliament recently passed prohibits circularisation of intended victims in this country, and limits the rate of interest. To avoid this money-lenders have emigrated to the Irish Free State, or have opened offices there. They, are bombarding Britain with the usual attractive circulars, and victims are induced to sign promissory notes involving the payment of extortionate interest. When the borrower fails in his' payment the moneylender takes proceedings in Ireland,! where, of course, it is usually impossible for the victim to appear to defend. Judgment is obtained in' Ireland, and a certificate of judgment is sent over to this country to be enr.rced in the Courts here. Apparently the debtor has no remedy, and the Courts on this side have no power to'inquire into the certificate of judgment, unless bankruptcy proceedings are begun.
