' It was stated that the United States delegate, "Mr. Gibson,, who is now en routejtb Geneva; for': the- sitting of the Preparatory Disarmament Commission, had not been instructed to initiate such negotiations with the British representative, .- . ■ ' ■ ■ -. ■.■-.- ' .
Statements are issued in denial that preliminary parleys" are in progress between the' United States and Britain aS suggested in recent London and. Washington news-dispatches. In .high official circles it was said to-day that the -sole purpose- of Mr. Gibson's mission was to seek to work out technical details which might become the basis of consideration at a future conference to be called either under the auspices of the, League of Nations, or to be partis cipated in 1' independently by the .chief naval Powers. ; ,'■ .
