house-owners who comprise tho City Council aro hardly likely to approve of their houses being kept empty until they have been fitted with proper conveniences for sub-letting, and would probably disagree with the Bolshio idea or' fixing a maximum rent for their property. lOvcn tho Labourites would object to the principle of maximum charges.—l am, etc.,
