President Cosgrave, in a. speech at Dublin, declared that a revival of the activity of gunmen threatened tho whole social fabric. It was a deliberate conspiracy to defeat the end of justice. The conspirators, failing bythreats to. intimidate jurors and witnesses, now resorted to murder.

'' The position now is that there exists in Dublin a body, of criminals intent on murdering citizens, exercising their rights of citizenship," said Mr. COl5--gravo. "If .this conspiracy is not crushed we shall be faced with a most serious problem."

Dublin's intimidation of juries lias been brought to a fine art. Whenever a political prisoner comes up for trial, a mysterious organisation, known as the "Ghosts, "warns tho jurymen by circular not;, to find the prisoner guilty. Little attention was paid to the warnings till the "Ghosts" later by circular made no secret of the fact that they were responsible for seriously wounding a juror named White,- because he was a member of the jury which found. a certain political prisoner guilty. Shortly afterwards tho Armstrongs in a similar ease were murdered. Nobody was arrested as a result of either of the attacks. Meanwhile, juries con : tinue to be served with warnings, 1 thus creating a serious situation.,
