BERLIN, 26th February

Dr. Strescnianu, at a party meeting, gravely warned all parties concerning the utter confusion into which politics had fallen. He said that the Government was at present in a minority owing ,to the defection of the Centre Party, but in view of the critical international negotiations it had not the remotest intention of resigning. The responsibilities of Ministers to the State must outweigh party considerations. It was grotesque that "when tho Chancellor's wholo energies we're needed for tho Paris negotiations they should bo wasted on attempts to bring tbo parties together. He did not believe the current rumours that the movements wero aiming at tho replacement of the Constitution by a dictatorship. He expressed tho opinion that Germany was far from tho adoption of Fascism, but there must be strong efforts to reform tho Parliamentary system and limit tho power of factions. Tho root of dvil'of tho situation was tho substitution of organisation for personality^
