WASHINGTON, 13th Sob. The chairman, Kepresentative Britten, of the House.Naval Affairs Committee, has issued a statement praising President Coolidge for signing the Cruiser Bill and alleging that the naval construction programme adopted by Britain "is a distinct menace to tho balance of the world." Mr. Britten also alleged that tho accepted principles of tho Washington Conference hnd been violated by each of its signatories, except the United States, thus leaving the American Navy far behind the 5-5-3 ratio. The statement added: "Tho President knows better than anyone else that his Geneva Conference for the further limitation of ships of war failed bocause our representatives would not agree to limit our navy to the kind of ships best adapted for British uses.''
