A move to authorise the President to seek a naval disarmament agreement with Britain before any of tho Iceel3 of new cruisers should be laid was started in the Senate, when Senator Norris (Independent Eepublican) offered such an amendment to the pending Cruiser Bill. The Norris amendment would request the President to enter into an agreement with Britain for limitation in the construction of cruisers and aircraft carriers. The amendment will be. discussed later.
