FATE OF THE PACT
SENATE TO VOTE TO.DAY MAKING IT EFFECTIVE ' Australian Pres3 Association. WASHINGTON, 11th January. While further efforts to obtain a compromise agreement on the Kellogg Pact failed to-day' at Senate conferences, Senator Borah expressed the hope that the voto on the. pact would occur on Saturday. An interesting manoeuvre to- make the pact effective after passage, which in any event seems assured, occurred with tho introduction by Bepresenta-. tiv/e Fish of a constitutional amendment under which no war save a war of defence could, bo waged by the United States until a declaration of hostilities was ratified by popular referendum. Mr. ;Pisb declared that he,was ready to. accept further , qualifications under which a war where "established-Ameri-can policy" was involved could be waged without such referendum. Mr. Fish characterised the proposal as a logical step for support of the Kellogg Treaty, declaring: 'at constitutes an--other obstacle or check on war, and responsibility for final decision would be placed squarely on those who cariiy the rifle as their burden,"
