Concurrent with the Treaty is the big navy programme: What .other does it niean than war? .This Treaty is not even a truce. It is the beginning of a most stupendous struggle for, world dominion and territorial aggrandisement. The clash may not come in our time, but the Treaty portends early conflict." . , He added: "First a commercial war would come, then one that none but an infinite'mind can contemplate." He said that the Treaty would "legalise Britain's betrayal of the promise of Egyptian, independence." . . j
