BRITISH, PARLIAMENT LOCAL RATING SYSTEM MEASURE OF REFORM British Official Wireless. (Received 27th November, 11 a.m.) RUGBY, 26th November. The main legislative task of the present session of Parliament will bo begun in the House of Commons this evening when the debate on the second reading of tho Local Government Reform Bill, which embodies the Government's proposals for the reform of the poor law and of tho local rating system, will be opened. To-morrow and Wednesday have also been allotted for the debate, on which the division is expected about midnight on Wednesday. Although the result is not in doubt, strong opposition to the Bill, which is a complicated measuro Of 115 clauses and 12 schedules, is likely to be encountered. The Government hopes to make substantia] progress before the Christmas recess with the Committee stage of tho measure. The Minister of Health, Mr. Nevillo Chamberlain, will move tho second reading to-day, and it is expected that his speech will be lengthy. A reasoned amendment for the rejection of the measure will be moved on behalf of the Labour Party.
