Acting on instructions from Washington, tho United States Embassy refused visas to two Soviet commissars desiring to go to America to negotiate for the establishment of motor factories in Russia, and also to purchase £4,000,000 worth of cars. . A German delegation is going to Moscow with a view to the renewal of trade relations suspended since the Donetz espionage case. The mission is ascribed to the realisation of tho seriousness of American competition.
