"GOVERNMENT IS OUT"

RECORD OF VOTES AWAITED SIR JOSEPH AVARD ON POSITION (By Telegraph.—Press Association.) CHRISTCHURCH, This Day. "There is no doubt as to the result of the General Election: the Government is out," said Sir Joseph Ward in an interview this morning. "The next move rests with the Prime Minister. He either may resign without calling the Parliament together, or he may call Parliament together almost: immediately. The question of the Labour Party or the United Party, speaking broadly, does not arise at present." He said that the whole question 'was that the Government was in a minority, and constitutionally it could not advise the representative of the King as to appointments. There was an interesting case some years ago, when the Conservative Government of tho day had to notify the Governor in writing that it had a majority and it had many appointments made. Then, when the House of Representatives mot, it was seen that it did not have a majority. He did not think that position would arise again, unless the Reform Government adopted any other course but the right one. Sir Joseph stated that a number of seats would be changed with the recount, and the final decision of the people would have to be awited before the position would bo clear.
