With the election less than four weeks off the Presidential campaign, with its often tortuous and sometimes tragic-comic trends, has become indicative of forces that make for Mr. Hoover's success and Mr. Smith's fail ure. Mr. Smith has fought a rousing battle, while 'Mr. Hoover has displayed appealing poise and calm detachment Horn the picayune political manoeuvring. The so-called ''whispering campaign" against Smith because of his Catholicism has now become a shouting campaign, costing him many votes in many States where his view on Prohibition, farm relief, and water power would otherwise attract support. Mrs. Willis Brandt, easily the most important woman now engaged in polities, has led the movement against isnuth. iShu is asking the help of the churches to defeat him, and this is resulting in much bitter feeling. The prosperity issue has been a priceless' jewel in the crown of Republican j ambitions. Republican orators from Hoover down say that Harding and j Coolidge brought prosperity and Hoover will continue it. They indict the Democrats upon two grounds: (1) That | the latter finally admit the advantages of Protection, and <2) it would be folly to permit the Democrats to tinker with the Protection system created and maintained by Republicans. ;
