Self-contained , as she. is generally assumed to be, Brit- j am would not be at liberty to revert to the standpoint of the Washington Conference in favour of the total abolition of submarines. In practice this change of front may be most difficult, though it would be a pity if Britain were unable to vjoin the United States in the endeavour to reach this goal. Equally from the standpoint of humanity and national and Imperial interests the enforced abandonment of the Anglo-French agreement is a moot point.
