The- "Daily Telegraph's" diplomatic correspondent says that apart .from : technical considerations the American Note involves important political issues, i for instance, as to whether future negotiations with the United States are jto be conducted jointly, by Britain and France. Official circles believe that the British concession to France by respect of reserves, and computation of military strengths must- stand regard- ■ less of the agreement. Self-contained , as she. is generally assumed to be, Brit- j am would not be at liberty to revert to the standpoint of the Washington Conference in favour of the total abolition of submarines. In practice this change of front may be most difficult, though it would be a pity if Britain were unable to vjoin the United States in the endeavour to reach this goal. Equally from the standpoint of humanity and national and Imperial interests the enforced abandonment of the Anglo-French agreement is a moot point.
