GENEVA AGREEMENT

The "Daily Telegraph's" diplomatic correspondent says that, though diplomatic circles welcome tho Geneva agreement, they recognise that the attainment of concreto results from it will be difficult. The Finance Commission can only inquire into tho possibility of the Dawes railway loan, which, is impossible without American banks' co-operation, as France itself requires £100,000,000 under tho .suggested mobilisation of reparations, and £200,----000,000 would bo required altogether. In view of the present market value of previous German bonds tho new issue would have to be floated at a discount, possibly of 25 per cent., implying a serious loss to the Allies. Concerning the Commission of Verification and Conciliation Germany is opposed to any supervision beyond 1U35. It is by no means certain that Franco would accept a bilateral arrangement affecting the demilitarised zones on both sides of the frontier.
