The shipowners have decided to apply immediately to the Arbitration Court to declare that a state of strike exists. Under the Commonwealth Conciliation and Arbitration Act, the effect of such a declaration would mean that the owners would be in a position to employ any person to cany on the shipping industry. As soon as the declaration is made, the owners will immediately apply for free labour to handle cargo and ships.
