DISARMAMENT DELAYS MUELLER AND RHINELAND Australian Press Association—Cuited Service. GENEVA, 12th September. Heir Mueller, in a. statement to .■journalists, said that Germany agreed with M. Briand that they should have confidence in the League, but such confidence could not be ordered, it must be established by deeds. For that reason Germany criticised the disarmament delays. Germany's disarmament was a remarkable achievement, although there were some small tilings to bo done. It was true that Germany could utilise her industries for war purposes, but she could not fight without arms. Replying to M. Briaud's specific criticisms, Herr Mueller pointed out that Germany had reconstructed her mercantile marine to improve her economic position and enable her to meet reparations, therefore he failed to understand M. Briand. Germany, since the war, had reduced her forty thousand officers to fou,r thousand, while other countries were adopting the German cadre system. Germany would make a fuller statement on the matter at the assembly's discussion of the disarmament report. Ho maintained that Germany was entitled to ask for evacuation of the Bhineland after the signing of the Kellogg Tact and the prevailing peace atmosphere.
