Losson to Diplomatists," insists that tho Anglo-French 1 agrcemnt is doomed and trembling on tho edgo of an unwept, unhonourcd grave, because British public opinion opposes it. It says: "Nowadays people count for more than government. Foreign Secretaries in 1928 cannot commit a country to an external undertaking j'without consulting tho public and parliamentary opinion. Boforo Britain will accept such a commitment tho cards must bo laid on the table and the people made cognisant with every move."
