In rain, crowds assembled to witness the opening of the Council of the League of Nations. Tho Council adopted a report for tho codification of international law; also the Economic Committee's report, ad^ vocating the widest unconditional application of the most favoured-natiou-treatment regarding tariffs. The Council also instructed tho •, Secretariat to communicate with Irak to enable it to adhere to tho convention for the suppression of obscene publications.
