OVERHAUL OF POLICY
When are we to have something approaching finality in our overhaul of the education system? Tho Education Report states that the time is ripe for an overhaul of the whole school system. We do not wish to protest against change. Progress is impossible if there is an obstinate refusal to keep pace with the times, but there is something to be said for stability also. Since the War wo have had numerous investigations and inquiries touching one branch of education or another, and some experimental changes taivo been made. Yet some of the old defects remain—in particular N thc outstanding defect of crowding the secondary schools with pupils of whom many derivo little benefit from the time and:money spent. Proposals have been submitted for a better articulated system, but a marked improvement is not yet to bo discovered. Is it that thero are too many authorities to-be satisfied, too many experts laying down tho law? It seems to us that the next step in overhaul should be the overhaul of policy.
