GOOD CITIZENSHIP
THROUGH THE SCHOOLS » ; Professor W. F. Osborne, of Manitoba University,' Canada, delivered a short address yesterday at a luncheon tendered to him by the Wellington Cham. ber of Commerce. He chose as his chief topic "A Canadian Effort and Ideal with Eespect to Citizenship.'' The speaker described the formation and objects of an organisation at Winnipeg which adopted as its goal and which it hoped would be that of Canada, namely, unselfish co-operation in Service, and the ideals that always ornamented and- characterised public service of a high order; and it was also hoped through the schools of the nation to gradually attain that ideal. It was resolved to engage the ablest education authorities to assist in the movement, and it was agreed to pay them the highest" salaries, "because, as you knowj" said Professor Osborne humorously, "it is only' when the people hear that big salaries are being paid tha* they wake up and say, 'By Jove! This business of education must be important,' " (Laughter.) The growth, of the movement for better citizenship was described, and at the three general conferences held to forward the movement the motto adopted was prac tically "good citizenship througn the schools, based on the high character of the p.eople." It was proposed, he said, to hold a fourth conference at Vancpuver to. fur-, ther the object ho had referred to; and he was pleased to say that he had that day received from the Ministei ' of j Education a letter stating that tht- Government would appoint an official repre-; sentative to the conference.to be held' j shortly at Vancouver. In addition to, 'an official representative of the Dominion, the speaker said it was desired that; no', fewer than fifteen other delegatesshould be selected to attend the conference, and, if possible, flvo from Wellington. The meeting heartily applauded Professor Osborne's suggestion as to representation at ' the conference, and, accorded him a vote of thanks for his' address.,
