LEGISLATIVE COUNCHThe Legislative Council met at 2.30 p.m. to-day. Three days' leave of absence was granted the Hon. AY. Itikihana, on account of ill-health. Resuming .the Addrcss-in-Rcply deIj.'ite, the iTchi. AY. IT. Triggs commended Bir Robert Stout's remarks in regard to the need for thrift as worthy nf special heed, and supported his re-fercm-cs to the Saiuoan situation. In regard to unemployment, ho agreed with Mr. AVitt-y that there was not now the same spirit of self-reliance in i\u: community. Mr. Triggs disagreed with Mr. AVitty's view that military anon should not*bo entrusted witli such a position, g.s that of Administrator in. .Samoa, as they had not sufficient tact. The speaker maintained that the idea thut military men were not imbued with tactfulness was a widespread misapprehension. Ho regarded tho visit of Mr. L. C. M. S. Amery as being of as great importance to the Empire as that of the Prince of Wales. Mr. Triggs expressed pleasure that the Government was about to introduce legislation in regard to the treatment of the mentally defective. Dr. Grey, who had been abroad, and had returned with up-to- j date information on the subject, would be able to give advice of the utmost value, and if legislation wero introdue-' ed in accord with the spirit of the report much good, would'be accomplished. He also expressed gratification that a Bill was to bo introduced in regard to cinematograph film .quota, and ho hoped the Government's intention would bo proceeded with, despite the objections which were being raised by certain interests; He supported tho principle of supporting tho British industry. Many pople had not realised the seriousness of the situation in regard to Samoa, nor the seriousness of the present position there. He described the native character, and pointed out that tho Samoans wero easily influenced by unscrupulous people. (Proceeding.)
