LICENSING BILL

THIS YEAR'S MEASURE SPECULATION AS TO CONTENTS When the Reform Party caucus met in Wellington last April it was decided to sot up a committee of six members —three "wots" aud three "drys" —to go into the question of licensing legislation with a view to seeing whether or not some compromise could not bo reached this year when the Licensing Bill is again brought down. The committee has deliberated, and there is much speculation in the lobbies as to the nature of its report, both among Prohibitionist members an .-Ithose favourable to. Continuance.- Statements are current that the Bill to be brought'! down this year will be somewhat difeerent in form from last year's measure, and that it may, contain a provision £or a two-issue ballot paper and a proposal that only a slight majority, say, of 5000 votes, shall be necessary to carry Prohibition. A Bill drafted on these lines, it. is claimed, would have a favourable chance of getting through the Upper House. Some Prohibitionist members express a readiness to accede to a compromise of this nature, even to the extent of having a majority of 10,000 votes, rather than go "the whole hog" for the bare majority, and thereby risk defeat in the Legislative Council.'
