Dr. Robert Millikan, of the California Institute of Technology, has published a paper declaring that he has conducted experiments tending to show that the process of creation is going on in the heavens and that tho earth, instead, of being a disintegrating world, as has long been believed, is a continuously changing and evolving one. Dr. Millikan at the same time issued a warning against accepting his announcement as a fact, until it is proved by further tests. His tests consisted of measurements of cosmic rays which disclosed "the birth of elements," and incidentally confirmed certain of the Einstein equations and upheld Professor Einstein's theory.
