FLAGSHIP AT MALTA TROUBLE WITH OFFICERS (United Press Association.—Copyright.) LONDON, 10th March. " Tho Central News Malta correspondent saj- s that thero has been considerable speculation at the delay in the sailing of tho first battle squadron of the Mediterranean Fleet from Malta. The squadron was due at Gibraltar on Sunday, but did not weigh anchor until Monday morning, when the flag of the flagship Royal Oak was seen to be hauled down, which is a sign that a captain, relinquishes command. The full significance of the act is not yet known. It is reported that it resulted from the conduct of the captain and 'senior officers, two of whom are said to have gone to Gibraltar, en route to England. The squadron sailed with Captain Osborne of the gunboat Egmont, in command of the Koyal Oak.
