All taxis, ply ing for hire that (with the tare weight and number of passengers which the vehicle ia licensed to carry) . exceed^ 2 tons come under the above scale of charges. . Heavy Traffic Fees payable on motor- . lorries and horse-drawn vehicles affects all owners of such vehicles in the area comprised of Wellington City, Boroughs of Petonc, Upper Hutt, Lower Hutt, Easti bourne, Johnsonville Town Board, Hutt and Makara Counties.
