Scouts throughout the Empire number 582,223, an increase of 61,076. Last year 1,711,643 Scouts were training in forty-two countries throughout the world. The Duke of York's visit to Australia and New Zealand gave a great fillip to'the movement. The report emphasises that Scouts from all over the world will gather in England to celebrate the movement's coming of age by a twenty-first jamboree in 1929. Sir R. Baden Powell read the King's message, saying: "The enrolment of millions of youths throughout ' the world, inspired with high ideals, is a triumjfial advance towards the promo- | tion of international brotherhood."
