"I am authorised to inform you," says tho Note, "that the French. Government is ready to co-operate with America in submitting for the approval of all nations an Act signed by Prance and America, wliereunder the contracting parties renounce aggressivo war and accept every pacific method. France and America would invite other States to adhere to it."
