•". DENIAL TO LITVINOFF'S • STATEMENTS (Beceived 24th September, 2 p.m.) PABIS, 23rd September. M. Demorizie, president of tho French committee negotiating a settlement of the Franco-Russian debts, publishes correspondence proving the untruth of M. Litvinoff's pretension that an agreement was reached, and showing that the Sdviet_ last March laid down its final conditions of settlement. M. Demonzio replied that the offers were no different to former .offers which Were twice previotisly fruitlessly submitted. Prance has since requested new proposals. M. Demonzie admits that he agreed that the principles of a possible settlement wds included in the proposals, provided it also included tho Soviet's annual payment -of 60,000,000 gold francs, but tho Soviet's insistence of large commercial credits nullified, tho agreement, while the compensation which sequestrated properties was not considered.
