LITVINOFF PERSISTS
SOVIET'S PROPOSALS
(United Press Association.—Copyright.) MOSCOW, 22nd September. Despite tho denial of official circles in Paris, M. Litvinoff has' issued a statement declaring: "A full FrancoRussian debt agreement has been reached, but had not been signed, bocause Franco lias hitherto not adopted our credit proposals. However, doubts will disappear when Franco learns that tho Soviet will bo ready in six months to deposit a half-yearly instalment of thirty million gold francs, from which the first payments can be mado to French holders of Russian securities."
