TWO GROUPS ARRESTED

MOSCOW, Ist September. The secret police state that they have arrested two grouns of Lithuanian and Finnish spies, who, it is alleged, attempted to institute a reign of terror in Soviet Eussia. They will be charged with attempting to take the liyes of a number of Government officials at a banquet by poisoning the food; also, trying to dynamite the largest hydro-electric power station in the country. Two of the arrested men, accused of throwing bombs into the Soviet Club at Leningrad in June, pleaded giiilty.
