MUNICIPAL TRADING PROFITS

CHRISTCHTJKCH, This Day. The City Council last night agreed to a rate of 3-Sd in the &1 on unimproved value, tho same as last year. The estimated revenue includes an item of £8000, which is jo be transferred from the electricity department, and £5000 from the Halswell Quarry Fund. This proposal of the Labour Council was strongly criticised by the opposition. The estimates provide for increases in salaries of officers totalling approximately £1100, and this policy also was attacked.
The Mayor said that his theory always had been, and still was, that the first duty of the council was to estimate what the cify required and then to levy a rato to pay for it. Regarding what had been referred to as raids upon the reserves, his policy was that all the profits from the trading departments should be used for improving the city. He did not believe in hoarding up profits. He characterised the criticism of the salary increases as hypocritical. The council rose at 1.45 a.m.
