IN THE BALANCE

FATE OF NAVAL CONCLAVE

PLENARY SESSION ON MONDAY

STILL HOPE OF AGREEMENT

A plenary session of the Geneva Naval Limitation Conference has been convened for Monday, and authoritative circles in London are not without hope that the new proposals advanced by the British delegation may afford a basis of agreement between the three Powers concerned. In the meantime America has signed contracts for the construction of six 10,000-ton cruisers under the appropriation of last Congress.'

(British Official Wireless.) BUGBY, 29th July. Delegates to the Naval Limitation Conference met at Geneva yesterday afternoon and evening, and the com-' munique issued later included a record of the new British proposals, which constitute in effect a modified statement of the Anglo-Japanese compromise reached prior to the return to London of the British delegates. The communique announced that a plenary session of the Conference will be held on Monday. Sensational Press messages stating that the presentation of the new proposals heralds a breakdown of the conference should be disregarded, for it would appear that both the American and Japanese delegates consider that they offer material for further discussion, and they are in communication with their respective Governments regarding them. The proposals have been prepared in consultation with the overseas Governments of the Empire, and were yesterday fully approved by toe representatives of those Governments participating in tiie Conference. Authoritative circles in London are not without hope that the new proposals advanced by the British delegation at the Geneva Naval Limitation Conference may afford a basis of agreement between the three Powers concerned. The British Ministers have kept in close touch with the situation throughout the day. v Late this afternoon a meeting of Cabinet was called to reconsider tho question in the light of the reception accorded to the British proposals.
