LONDON, -23rd July. Mr. Winston Churchill, Chancellor of the Exchequer, speaking at Devon, declared: "Thus-far it cannot bo said that any assurance of economy, national security, or improved goodwill has emerged from the Geneva Conference. No effort must be spared to ensure success. Nevertheless, an agreement involving gigantic expenditure on naval construction would be worse than modcrate 1- expenditure* without an agreement. "
