Sir Campbell Stuart, a director of "Tho Times" Publishing Company, who has refused tho chairmanship of tho Paciflo Cablo Board, expresses tho opinion that the first duty of tho chairman of the Pacific Cablo Board is to visit Australia and New Zealand and confer with the managers, and thoreafter visit Fiji, Fanning Island, and Bamficld. Ho said the board at its meeting on Monday would consider the situation.

The board was so confident of Sir Campbell Stuart's acceptance) of tho chairmanship that hitherto it had not considered an alternative.
