TO FINLAND'S PROTEST

The reply says: "We cannot, and shall not accept any intervention in the matter of executions mado as a reprisal for the murder of Voikoff. Those who come into Soviet torritory must know that they aro no longer protected by the iaws of their own country, and that the tooviet codo permits the putting to death of people without trial on the order of tlio police. Elveugren, who sought against the Soviet forces, knew perfectly well that the official state of peace did not provent him being atrocious hostage.
