WASHINGTON, 13th June.
On the eve of his departure on vacation to Black Hills, President Coolt idge welcomed the delegates of, the first International Soil Congress, at which 25 nations, including Russia, aro represented. ■ The delegates will spend a week discussing the problem of continuing the fertility of tho soil and the development of barren land for crop production. President Coolidge pledged the resources of the Government. He said that the interchange of ideas and personal association made possible by such international gatherings is this were productive of a better understanding ' among the different peoples, and would ultimately lead to a more universal desire for peace among all na- | tions. The President pointed out that the United States was spending 157.mi1- --! lion dollars yearly through the Department of Agriculture with 10,300,000 dollars on scientific research.
