MINISTER EXPLAINS POSITION

The question of making further provision for the uniform administration of the regulations for the control of motor traffic in the Dominion is awaiting final ratification of Cabinet. It is suggested that the Public Works Department, which is the Department mainly concerned, should take over the general control, and until a decision has been come to certain sections of the new regulations will necessarily have to be postponed. ; The Minister of Internal Affairs (the Hon. JR. F. Bollard) stated to-day that the new regulations were drafted some time ago. They were submitted to local authorities and others interested. The result was that a number of alterations were suggested which necessitated a good deal of consideration, and in some cases it was necessary to redraft the provisions. That was the reason for the delay in issuing the regulations. The Postal and Public Works Department and the Main Highways Board had to consider the regulations, and then came the question of whether it was desirable Cor the Public Works Department, which was the Department mainly concerned, to take over the whole control of the Motor Vehicles Act. "The delay in issuing the regulations has been entirely unavoidable," said the Minister. "Naturally I want to see uniformity in administration of all matters affecting general motor vehicular traffic. There are questions of farreaching importance connected with the matter, and possibly affecting to a considerable extent the regulations themselves. It is thought Unwise to proceed further until a definite decision has been come to on matters of administration. If it should not be possible to determine the matter of control iir the near future, it is then proposed to issue regulations dealing at least with some of the matters considered to be of particular urgency, such,for instance, as parking places."
