Vice-Admiral Dumas, in a letter to "The Times": apropos of the South African flag,says the design not only greatly interests - South Africa, but every Dominion and colony in the Empire: 'furthermore, the fact that the flag will be flown at sea as well as in- 1 South Africa necessitates that all the world shall be able clearly to distinguish it at a distance of two miles'. he suggests that consideration of. the settlement be deferred till the next'meeting of the Dominions at the'lmperial Conference, when everybody, should have a say, "and, I hope, agree."
