Ihe Tass Agency states that the Council of the People's Commissaries instructed the People's Commissariat of Trade to conduct foreign trade operations only with countries with which the fooviet lias normal diplomatic relations and whore Soviet trade organisations are guaranteed that their operations will not be interrupted
