(United Press Association.—Copyright.) CAPETOWN, 17th May. ■■•-.■ The terms of the Flag Bill have been published. They provide for a flag with the Cross of St. George, fimbriated White o* a green field, divided quarterly. The design is already scoffed at as a.-, "hot cross bun" flag. It is subject io the result of a referendum. Provision, is made for the official flying of the Union Jack on the King's Birthday and three other days.
